Heather R. Starling is a partner at the TROILO LAW FIRM, P.C.; she focuses her practice in the areas of landlord representation and civil litigation. Mrs. Starling provides advice and services to various public housing authorities, Section 8 housing providers, multifamily dwelling properties, private property owners, and property management companies in such areas as: landlord/tenant matters; evictions; lease enforcement, drafting, negotiations and interpretation; management and staff training; and all associated aspects of state, federal, and HUD related laws, regulations, policies, and compliance.

Mrs. Starling holds a Bachelor of Arts degree from the University of Texas at Austin and is a 2007 graduate of the Saint Mary’s University School of Law, where she graduated in the top 9% of her law school class and was an associate editor of the St. Mary’s Law Journal. Mrs. Starling was admitted to the Texas Bar in 2007 and has been with the TROILO LAW FIRM since 2008. Previously, she worked as a legal intern for the Texas Court of Criminal Appeals. Mrs. Starling is a member of the Austin Bar Association, Austin Young Lawyers Association, Williamson County Bar Association, and Texas Exes.

Mrs. Starling is licensed to practice law in the State of Texas.
